While running for mayor in a conservative Miami suburb, Howard had claimed an association with the CIA, as a way to “explain” his contacts with Thor and ufology.Was this all a disinformation exercise of some kind? It seems not, because the Mengers still claim it is all true, and that the CIA can go fly a kite!Menger describes herein how he was taken on various trips to otherworldly locales, where he witnessed advanced propulsion experimentation. The FBI told him that he would "be contacted by an agency of the government in Washington D.C.," who were "interested in the propulsion system, and where he got it."According to his biography, Menger enlisted in the U.S. Army in 1942, where he was assigned to the Armored Tank Division. He later worked with both Army and Naval Intelligence.Was Menger an asset of postwar intelligence, sent to discredit the notion that UFOs exist by going public with a seemingly ridiculous tale of contact with friendly aliens?As appealing as that sounds, several of Menger’s old friends testified that he had spoken of such "contacts" long before he enlisted in the military.
